Default dots doing reduced pve damage on moving mobs

dots are doing the -40% or whatever damage on non stationary mobs, don't think that change came out till after kunark sometime.

I dont understand the rationale behind that change... why would they take less damage while moving?

DoT Changes:
If the monster is in melee with you, there is no change to how a DoT spell works.
If the monster is running away from you (fear, wounded, etc.), there is no change to how a DoT spell works.
If the monster is moving when the damage from the DoT is applied (happens every few seconds), it will take 66% of the damage that it would have taken.
DoT spells have all had their duration slightly increased. If the monster moves for 18 seconds during a fight, it will take as much damage from the DoT as it would before the patch. If the monster moves for less then 18 seconds during a fight, your DoT will do more damage then it would have done before the patch. If the monster moves more then 18 seconds during the fight, it will take less damage then it would have before the patch. (http://www.tski.co.jp/baldio/patch/19990913.html)

This is the nerf that never happened. Nevermind that this, and all of the other relevant patch notes have already been posted in the other threads on the topic, but those never existed either.

Bond of Death
Drains 80 of your target's life energy and transfers it to you every 6 seconds for 54 secs (9 ticks).
Confirmed does 57dmg a tick on moving targets --- nerfed to 66% dmg moving targets


Ignite Blood
Heats the blood of your target, causing 56 damage every six seconds
confirmed doing 37dmg a tick - nerfed to 66% dmg on moving targets

Asystole
Causes your target's heart beat to become irregular, lowering their strength, armor class, and doing between 50 and 62 damage every 6 seconds for 42 secs (7 ticks).
Confirmed doing 46 dmg a tick - nerfed to 66% dmg on moving targets

Also
Dots in classic didnt take the pvp dmg nerf One Ebolt or Ignite blood would kill a caster outright not cured/dispelled or healed.

Ignite currently does 740 on a moving target

Those are necro tests.

This is fixed I tested it yesterday. Got the same damage from Ebolt when moving or sitting.

The damage is fixed as well. It did 66% damage or whatever it is instead of the full 100%
