Carrion Queen Not Spawning

Reposting this in the correct forum. After two separate attempts camping in Field of Bone for several hours, I am convinced that the Carrion Queen spawn is broken. Plenty of people playing P99 report that she is supposed to spawn from the dragon skull & rib cage between East Cabilis and Kurns Tower, and Allakhazam has a comment saying her respawn timer is one hour. All I have been able to find in my searching is 'carrion shredder', 'a carrion shredder', and 'a carrion beetle hatchling'.

There is a note about this in the db stating it didn't exist till Velious.

I am not sure myself, so if someone can provide evidence it should be here in Kunark I'll add it.

EQ Atlas began reporting this spawn in the Field of Bone entry (see Notable NPC's) on September 1, 2000...several months prior to Velious.
