Stutter stepping with sky turned on

I have recently returned to p99 and have started noticing issues with my character while running. Essentially it is what I call stutter stepping it feels like the screen stutters and I am moving extremely slow even with SoW. Group members routinely leave me in the dust and one friend said that my character was hopping all over the place behind him.

This issue stops when I turn the sky off completely but while playable this fix sucks because I am stuck in a permanently dark world.

I have searched for other fixes to no avail. I did notice however that people with multicore processors were experiencing similar problems but the system I am playing EQ on is a single core comp. AMD Athlon II 3800 with 2 gigs of ram and an NVidia 220 graphics card so this should run smoothly. The problem does not happen on any of my other computers or laptops and they are all multicore. I tried the Duxa installer and have reinstalled titanium a few times making sure to completely remove everything.

I am all out of ideas so any suggestions I would appreciate.
