is he supposed to give xp and coin for orc scalps?

i gave him 1 orc scalp at a time, then 4 at a time on Red99 Beta and nothing happened

when i hail him nothing happens as well

Yeah this directly says, "select the task." That is a feature that will never be part of this server.
