Kelethin Newbie Ranger Turn in Note does not give faction or Tunic

Location: Kelethin
NPC: Maesyn Trueshot

Newbie note says to give to Maesyn Trueshot. When I give the item to Maesyn Trueshot I do not receive a newbie tunic or any faction hits
