Game Mechanics: Bone Chips issue...

I just tried looting 2 bone chips off of a skeleton in West Commons, but they did not go into my inventory, even after I got the 'You have looted a bone chips' message.

This is a bug after the recent patch, it's known and being worked on. Trick is to left click chip and manually stack it. Do not die or your stack will go back to 1. Quickly run them back to bank and leave stacks in there to be safe. Or risk it. The choice is yours until fixed.
