Mobs in sky.
The first problem is Overseer of air is not spawning on top of the ramp, but down inside it.
Then if you pull him into the windmill he goes below the windmill so you can only see his name above him. If you fight him near the windmill, he gets pushed into the windmill. This is most likely a server issue with terrain and such. He does a soul devour? which I do not recall from live and can find no info on no matter how many sites I check to include using the wayback machine. And with some mobs in sky, specifically I have seen it with Keeper of Souls and Overseer of Air but the death touches are coming at 30, 45, 60 , and 90 seconds and it is up in the air when. They should be on a set timer not sometimes 45, sometimes 60 sometimes 90.

Inte Akera is also spawning in the ramp still. Pulling him our and hailing him does not prevent him from running back to spawn immediately. Which is preventing the finishing of the Fiery Avenger quest.
