Does CHA need a few seconds to kick in after use?

I am Ally with dark elf merchants, but i have like 60cha.
I thought I was going to get near max price but the prices for Pearl Rings kept going up with every gearswitch and i just making a thread for minor amounts of gold

Price difference will be instant. 104 CHA is the max you need to get the best prices.
