Sneak skill

I've recently made a rogue who is now level 5 and for whatever reason I cannot raise his Sneak skill. I put a single point in the skill at the rogue trainer though it seems no matter how many times I use Sneak, it never increases beyond 1. Is the skill simply really difficult to raise?
