Miscellaneous: Rondo Dunfire/Parrying Pick quest

I killed Rondo 3 times today and he didn't drop his tongue once. I didn't see any comments on Alla's mentioning the drop rate and magelo's says the drop rate is 45 of 49, which is basically 100%.

Also, I saw a comment saying Diggins, the quest giver, should respond at amiable, but my amiable character was told they needed to prove their worth some more. This quest leads to the Miners Pick quest which the quest giver (Mater) gave quest dialogue with no problems. I don't have Boog's head so I can't say whether I have enough faction to finish the quest or not.

I got the tongue after 7 kills. I just think buddy should drop his tongue more often, is all.

Can you please provide factual evidence to prove the drop rate is not as it should be?
Preferably in the form of links to the source of evidence.

45 out of 49 is 91.8%,note that 49 is an incredibly small sample size.
