Raffel Minnmorn - Qeynos

I'm trying to figure out how to spawn Raffel Minnmorn as part of the quest line https://wiki.project1999.com/The_Nit...d_the_Assassin.

A faction guide implies just hailing Gash Flockwalker will spawn him, I tried that, I also tried the entire dialogue chain with him. He responds, but seemingly I can't get Raffel Minnmorn to spawn as he should.

Is this a bug or has it been patched out?

I brought a lower level druid there to track around the inn where he allegedly spawns and I can't pick him up ontrack after running through diailogue with Gash.

If you follow the first part of the quest through Captain Tillin, you'll be able to spawn him before getting to Gash. So this is working as intended.
