That's the biggest problem on p99. 1/3 of the popluation is sitting in EC. Another 1/3 is 50+ grouping or grinding to 60. And the last 1/3 either don't care to group at low lvls, or have people to powerlevel them.

Yes, that's what happens when you allow twinking and all the other ways of PLing. The community becomes destroyed at the lower levels.
