Plane of Fear itemization

Is the goal to make itemization era correct? If so I don't think Plane of Hate set armor (or post-Hate launch Fear armor) should be dropping off of Phoboplasms nor should Paladin/Ranger/Shadow Knight set armor be in game until after Plane of Hate is introduced and Lustrous Russet removed.
