When does Circlet of Shadows get nerfed (in live?)

plus it is technically already nerfed considering it doesn't work for all classes from inventory

Did the prenerf work that way on live? I didn't know. I never had one. I've never had a manastone (well borrowed once, promptly killed myself) or any other prenerf item. I started a few months before velious and didn't have a char over 30 until after velious.
