GINA Not Installing or Not Installing Correctly Help!!

I am unable to get GINA to even load or do anything on windows 10.

"Trying to install on Windows 10 and keep getting error "Your administrator has blocked this application because it poses a security risk""

and when i finally can get it "installed" this happens

"when I install GINA and click the icon to start it, It just will not load at all. It very briefly spins the "loading" hourglass for about 1 second, then just stops."

I have looked all over the internet and tried many solution but it seems like nothing is working. It looks like in all the posts the OP gave up before finding a solution or just never returned to fill everyone else in. Anyone have any ideas before I give up.

It's a .NET application so it should automatically install .NET 4.0 during setup. So, let's first make sure the setup is running correctly. You can right-click the file, choose properties, and at the bottom there should be a checkbox to "unblock":
