Ruby BP /List Camp not being cleared.

Multiple times i've received tells from others in Cazicthule they needed help killing spawns around AoF. How can multiple people on a list camp not be able to kill a mob, but still at the end be rewarded just for being there? If a PH or spawn cannot be killed within the time frame the server rules gives other camps, the list should become void.
