Game Mechanics: Meditate Trainable at Level 1

High Elf Enchanter was able to train meditate at level 1:

I was able to train Meditate at level 1 as an Erudite Wizard as well.

Able to train meditate skill before level 8 at cle guildmaster.

Unsure if same for other classes.

Has anyone been able to skill up before lvl 8? I started a shaman on Blue a couple of weeks ago and could put a point in Med at lvl 1 but it would not skill up

Barb shaman also able to train from lvl 1, but skilling up while meditating didn't start until level 8.
