The Toilmaster
The Toilmaster is not in his normal location in Cab East. He will occasionally appear in the canal near SoNH zone line, but if you turn in two shackles he vanishes (though does not depop, so he is somewhere else in the zone, because he remained my target).
He no longer appears in the ruins between the bank and SK/Shaman guild.

Confirming.
He does spawn in the canal just before warrior's guild. I tryed to give him 4 bracers and he just poofed somewhere else without completing the quest. Note that I dont know if we only need to give him 2 bracers per quest. Well he's spawning from time to time in the canal at the loc : 20, -17 | ||

Seems to be done with his wunderlust and is back in his home.
