Miscellaneous: Stone of Morid - Updated for Use by Large Races

I noticed the wiki entry for Stone of Morid says it was eventually updated to be usable by the other large races.

Page 66 of the .pdf linked on the wiki references the October 31, 2001 patch as when the buff took place:

Does anyone else have more specific information about when the change took place? I saw that we are around the October 2001 point in the timeline per this response to my brother's question about the Shai'din Revenant Bauble:
