Where are you hunting for it? I see a comment in the wiki:

Velious Drop: Can drop from Holgresh in Eastern Wastes & Wakening Lands

No idea if that is classic or p99 quirk.

Mobs around the level that you can learn the spell is your best bet I've found to pursue when dealing with Velious spells.
