Spell: Feedback

This research spell is bothering me.

The wiki says it's trivial at 82. I've spent hours and hours gathering faded pages, mining vendors, leveling in appropriate zones. Of the ten or so faded pages I found, only one became Pg. 108. Pg. 109 is ridiculously rare, and I failed to combine the only one I could find at 90 Research skill.

Does anyone know what skill level you can actually combine this spell? I love that it's ostensibly a level 29 spell but you can't even hope to combine it until like 35+.

I was hoping to avoid spending hours in EC and spending 100p to get this spell.
