NPC Spawn Issue: double guard spawn in Felwithe

Double spawn of this guard + another one in the same halls which name i forgot.

they repoped after killing..

if its the names thats wrong or a double spawn i'm not sure. but they aren't standing in the same spots.

edit: its in Northern Felwithe (the one closest to Gfay) and its in the guard "tower/circle".
