9/16 at 46. Then you get damage bonus as you level and due to its low delay damage bonus is huge for epic fists. Also factor in haste caps. You can't reach 100% haste (or whatever the exact cap is) until either 59 or 60. https://wiki.project1999.com/Haste_Guide#Haste_Caps

Changes the ratio as long as its equipped. Its the same ratio for iksars and humans making the advantage of the human fist pretty null.
