Minimum level for Mage Focus items?

I thought I had heard people talking about their level 4 alts using mage focus items, but the wiki says the quests require level 33. Is 33 the lowest level you can get the focus items at?

No, I got them on my mage at level 5.

33 is the recommended level to solo the quests

This might be a Red only change, but you can’t zone into LS until lvl 5 - so there is a barrier
