but he does not respond to my hails.

I just did the quest last night, it works fine. You don't need to be told about it just turn in the various things.

OK I turned in the letter and got the cloak, so that part definitely works as Zigfreed says. He's also now by the zone entrance which is a little weird. So I would say it could still use some tweaking but basically works.
