Default New water in Queynos?

So, I havent been around too much water around. But I noticed that in Qeynos at the dock the water is new. Everywhere else (including Freeport dock) it is old. You can turn it off in options under Advanced and unchecking "New Water In Old Zones" but even with that checked all other places have old water. So Im not sure if the server forces it and the dev team missed this one spot or something? And if this is a known thing I apologize. I figured Id point it out in case noone ever goes to Qeynos dock :P

I found a solution to this tonight. You need to replace "qeynos.s3d", "qeynos_chr.s3d", and "qeynos_obj.s3d" with the ones from any CD previous to Omens of War.

After doing so, you will see different water, the one intentional. The reason behind it not showing is because SOE revamped the water, and when they did, they neglected to remember that the Qeynos water was a static object in the geometry, and thus, will never be changed by settings in-game.

This explains why the other geometry in the game is affected, as it's actually not part of the zone files but instead is part of a global water file/texture that gets applied.
