IP Exemption not working?

I was granted an IP exemption so that my brother and I could play together, but we are still getting the message that my IP has a temp block on it when we try to log on together? I have tried waiting a few minutes after he has logged in but nothing seems to be working. Not sure if I am posting in the right place, but we planned a weekend for this and any help would be appreciated.
