Sro cyclops spawn

Can anyone point me to the info on when and why the Sro cyclops was changed from the classic spawnable to the once per day chance?

I have been at this for weeks and people keep spawning in at the last second and without having sow or j boots myself I keep losing the race to the spawn. people are selling these all day but 5k is not only out of my reach but it sickens me to buy it from one of the farmers that keeps sniping it from me before I can reach it. I have seen 4 spawns and one guy got at least 2 of them. I just need to be sure I understand how this spawn works. I spent several days killing place holders in the classic manner before someone informed me that it had been changed on this server. I need to know I am at least doing it right within the new custom spawn.

It's one thing the OOT spawn has people corpsing rings all over the zone but give us newbs a chance in S Ro.
