these should drop in many different places off orcs. they dropped off all mobs in CB, the HPH orcs, and other areas listed in this site

Currently they drop from higher level antonican orcs (basically, all orcs that aren't orc pawns, on antonica). I think. Not saying you're incorrect or anything, just saying how it currently is.

yeah it was pretty unknown but the scalps in cb/gfay could be used in HPH for the faction too. much easier farm and really common.
