Bo Staff ratio of 1.2 (better ratio)
Facesmasher ratio of 1.14 (worse ratio)
Bo staff faster thus better dmg shield returns
Facesmasher slower, opposite of the above

Really simple calculator action there ...

Bo staff has undeniably better dps, but facesmasher has 25ac, 100hp, 15 more str and 15 more stamina.

Do you want your weapon to give you more dps or more stats. That's really all this boils down to.

Anything with over a 40 delay should be receiving an additional damage bonus - will really depend on how this is implemented for this answer to be given correctly

It's 28 delay for the big 2h bonus to kick in

It does scale to higher delays, but 28 is the minimum. Also we know speed is king on p99 and I expect that will continue to be the case. More swings = more chance to flurry

New damage bonuses here:

Sweet spot is 28 but it continues to scale up such that slower weapons do a pretty good job of keeping up. Basically, for anything over 28 delay the ratio of the weapon will be the primary factor with regards to damage output. Very similar ratios will favor the faster weapon.

I don't believe the high delay bonus to be in game already or am I wrong? I have been trying to determine what weapons will be best towards the end of the timeline but there is a lot of disagreement amongst <Aftermath> on what will and will not be implemented. Some contend that they will not patch some of the last patches because its not classic in nature and was in anticipation of Lucilin.

Low-Delay Weapons and Damage Bonus Changes:

In accordance with our announcement several weeks ago, two low-delay weapons can now only be equipped in the off-hand. Included in this change are the Mosscovered Twig and the Barbed Scale Whip. The delay on these weapons and the associated damage bonus to weapons in the primary hand made these weapons much too powerful for their availability and the risk associated with their acquisition.

In addition, two-handed weapons have had their damage-bonus modified. The damage-bonus for low-delay two-handed weapons (27 or below) created a problem similar to the weapons above and has been reduced. The damage-bonus has not changed for normal-delay (28-39) two-handed weapons. The damage bonus for high-delay two-handed weapons (40+) has been increased.

This may already be in game, I have no idea
