Spell book is invisible, along with spell names

For a long time now, my spell book has been invisible when I bring it up, along with the names of the spells. Basically, it's just 16 spell icons that I have to right click to see what they are.

It's not an in game setting that is weird, because I've tried that, and also, I have reinstalled the game and that also doesnt seem to have an effect.

I am out of ideas on what to do.
