Default Non-caster mobs gating - particularly in Fear

[Thu Nov 03 21:59:14 2016] You crush a shiverback for 12 points of damage.
[Thu Nov 03 21:59:14 2016] You crush a shiverback for 40 points of damage.
[Thu Nov 03 21:59:15 2016] a shiverback Gates.
[Thu Nov 03 21:59:15 2016] A shiverback fades away.

[Thu Nov 03 21:59:50 2016] a scareling Gates.
[Thu Nov 03 21:59:50 2016] A scareling fades away.

Shiverback is a warrior, a Scareling a rogue.

Neither of these mob types should gate.

Itis and above (level 51+) can summon, and any casting MOB in the zone will cast gate they get low on health- gating back to their spawn point then running for help- so us stuns, bashes, slams, etc liberally when casters get low on health

if someone had a scareling charmed, this is what happens when they proc 'shadowstep' on npcs: it's target will gate back to its spawn point and give a message

this is not a bug ( i dont think )
