Default Extracted P99 Files not working

After finally figuring out my account information I extracted the zip files on the "Getting Started" page and put them in my Titanium folder and it's still telling me that files are outdated when I load the character select screen. I have an Everquest folder on the C:/ drive as well as a Everquest Titanium folder in my Downloads folder. I extracted the files to both locations after the first failure. Still same problem. Not quite sure what I'm doing wrong but those are the only two locations of an Everquest folder on my PC. Any suggestions?

Not sure which ones are linked on the Get started page. Also make sure when you extract them they are going into the EQ folder and not another folder inside the EQ folder(If it asks you to override files then you are doing it right).

They are the same files unfortunately. I now have downloaded the same zip 4 times now

I know sometimes I have issues extracting to the p99 folder. When it doesn't work, I extract them to a separate folder and copy/paste them to the p99 folder. That always works for me...worth mentioning.
