Default Cannot type some special characters like apostrophe

I have been trying to look this up for a while. Seen a few pages about it but none of them have been able to help. also the technical issues on the wiki provide some info also but none that I could see helps me. I attached a screen shot of my devices was curious if you knew what I needed to change to make those keys work.
I have windows 10 using one of the Razor computers.

step 6/7 didn't work? did the trick for me on win10.

it's got to be done every time you boot up. also be sure to not have p99 running, even at the log in screen, when you remove it.

if I click HID keyboard device, I don't see anything that says Microsoft ehome infared transceiver. the only option I have is to uninstall the driver. (same with razer blade and standard ps/2 keyboard)
there is a disable button - but it is greyed out because nothing to select.
