Crafted Armor: Bracers
Just did the turn in for this quest on my mage and did not get the quest reward, the NPC took the components though. Turned in a Sapphire and Bunch of Optic Nerves to Ulan Meadowgreen and did not receive the reward. Right before I did that turn in, I was successful on turning in the Crafted Vambraces quest to Shakrn Meadowgreen who did supply quest completion text as well as quest reward.

This happened to me as well. I did not receive any text from Ulan Meadowgreen (South Karana) when I hailed him, but decided to turn in the quest items anyway, to see if it would succeed. Unfortunately, he ate my items as well (sapphire and optic nerve). This happened on May 23rd on character Fehris.
