Game Mechanics: Slow vs. Backlstab seems bugged

Mort Drowsy is like 20% slow, having a 200%+ slow effect vs. Backstab, haven't played a char with other secondary like kick/bash recently so don't know if affecting all secondary attack refresh so ridiculously.

Update:

Been paying close attention, and have not seen Backstab refresh yet until slow wears off, whereupon it refreshes instantly.

Is it? I had thought slow had same effect on secondary attacks (bah/kick/backstab) as it has on melee.
