Default Question regarding fair play policy

Hi there, still somewhat new to the server, however I recently had an incident with another player and wanted to run the scenario by so I can get a better understanding of the policy.

I am a 16th lvl necro, solo xping in Kurns, as the xp is tasty. I am noticing some skeletons on the 2nd floor are turning green, and I killed the mobs in the area I was in. Heading to the Fountain room and take note that a 24 necromancer is hunting. As I go up the stairs, I got a tell..."Hey man, respect the camp"

I was unsure what he was referring to considering most of the mobs in the area are level 18 at the highest (i think), which are most, if not all, green to him and will grant no xp. Also, I was under the idea that a "camp" needed some sort of drop, whether it be quest or piece of gear or something. He stated that he was there for bone chips, and that he was farming cash and that the fountain area, and all the rooms near the barracks were under his "camp"

The story goes on from here, but I want to know what the deal is so far. Is he in the right? I feel like since there was no specific camp, as no item of worth was dropping there, and he was farming bone chips, and not gaining xp...that its a little crazy to consider it a "camp"

Please let me know how this should be addressed.
