Tani N'Mar

So I have been trying to pickpocket Tani N'Mar for a few respawns now. I am the only rogue in the zone and am the first one there. I am 200 pickpocket and over 42 in level. Every time I try to pickpocket him, it says unsuccessful. With Jestands in Kaladim, I received money from pickpocketing him a few times before I received the unsuccessful message. Can anyone confirm that Tani has no money to pickpocket? Is this working as intended?

he gave me nothing at all 3 times, a mage page, and then the parchment. never gave me coins
