So, I've read you can sneak into a hated city and FD at the bank to use it. Does this work for vendors as well?

Vendors don't attack unless you attack them, so you just need to get behind one and sneak.

Bankers do attack which is why you need FD - although you can bank while FD so sneak isn't required.

Do I run behind a vendor, FD, click sneak and stand up? At that point if sneak worked I can use the vendor?

For the banker do I need to open the window before I FD or can you do it while on the ground?

Vendors won't sell to people that they con Dubious to.

You can trick an NPC into giving you indif faction by sneaking behind it.

As such all you need to do is be behind the vendor and make a successful sneak to be able to use it. No need for FD.

Just walk up behind him, click sneak, sell. Can't be invis. If it doesn't work you are invis, sneak failed, or he is facing you.

Can click him while/after you FD

there's also some spots like the gfay bank window, where you can just walk up alongside the banker and click through the wall, regardless of faction. would still FD though because sometimes guard patrols can aggro if you're lower level.
