A Sealed Letter

The "A Sealed Letter" for the Mystic Cloak quest, appears to have been changed to a NO DROP version of the item, and the previous LORE only versions of the item no longer work for the turn in. Do I have to get a new Letter, or can the quest be changed to accept the old ones?
