Dispelling / Fearing pets

ok. I'm curious about this (partly cuase some jerk decided he was gonna report me for saying I was going to do it)

But I see this all the time, people fear pets, the pets agro then train...who cuased the train? well obviously the last person who invoked control over the pet....but people never seem to get banned for it.

Chanter has charmed pet. people dispelled it breaking charm. pet runs off and kills the charmer...(or maybe it doesn't) but nobody seems to get banned for this either.

so what is the rules regarding this (ya there isn't one because its not listed) but I'm just curious as to where people stand on this.

fearing pets has always been a legitimate tactic

learn to control your pet in pvp
