Quest Issue: Tani N`Mar (Rogue GM Neriak 3rd Gate)

He is respawning at the correct time of day but i would say 1 in 2 or 1 in 3 respawns it is not possible to pickpocket him , ie , there is no server message of a successful or unsuccessful pickpocket attempt.
Additionally , i have attempted over 15 different respawns of him in the last few days and when he is open to pickpocket he has not had the parchment. I believe he is currently broken.
