FTE is "First to Engage". Most raid mobs and many exp mobs are owned by the first person to get on an unaggro mob's aggro list. Killing a mob you do not have FTE on is generally considered kill stealing.
That said, for dungeons and static outdoor spawns, if you are camping something, you own the rights to engage that mob regardless of FTE. For example, if the Heirophant spawns in the Sebilis crypt and it is current uncamped, two groups fighting down would be racing. The first group to engage the Heirophant would have the rights to that mob. If he spawns but is camped, FTE would be irrelevant provided the group camping him engaged within a reasonable time.
