Anyone know for sure where this is sold at first? Wiki says EC (New vender at release?).

I've done some searching from google and can not find exactly where it's sold.

I know at the pirates outpost in Iceclad Ocean there are spells sold, but I don't know if @ release this spell is sold there.

Would this be on beta? Is it that simple to check? If so, I'll check when I get home.

Added 2 months in. That EC vendor carries a lot of spell from that patch, and is was likely added in that same patch to hold them all.
