Quest Issue: Trueshot Longbow

Maesyn Trueshot, the NPC who begins the Trueshot Longbow quest (required for the Raincaller quest) is not responding to hails or text triggers to receive the bag to start his Trueshot quest.

Warmly faction, NPC targeted, not invisible. Pretty sure I spelled the triggers right.
So I think he's bugged.
