Freezing Issue

Hello all,

First of all, I'll mention my specs:
Windows 8.1 64bit
GTX 760 (driver 350.12)
16gb RAM
i7 3820

Now, I'm experiencing issues with freezing, but not really the normal kind.

The first instance of it is on the character select screen. When I select a different character, the screen freezes. It will unfreeze if I select outside of the window (I can see it moving on the other monitor), but when I target the window again, it freezes

The second instance is when I log into the game. It will do the same thing as on character select but it will freeze if I do any action other than chat. I can pull up the options window just fine and chat just fine, but when I press the mouse or attempt to move, it freezes. Again, it will unfreeze if I move the mouse and select another window (like my browser) but will freeze upon trying a new action in game.

I have verified I have all the game files, that the files I need to remove are gone, and I've tried Launch Titanium and WinEQ2. I have tried different resolutions and a new installation.

Any ideas?
