Question about future exp penalty "removal"

So if I got it right, exp penalties will be removed (not exactly removed, but classes who had it will have a boost in exp) in the future some time after velious is released. Question is: What about the exp bonus that warriors, rogues and halflings enjoy? Will they still level faster than others?

AFAIK only class penalties will get lifted - eventually.

Class bonuses remain. Racial Bonuses / Penalties also remain.
