Default Game thinks West Cabilis / LoIO zone line is an interdimensional portal

Just what it says on the tin - I rolled up an iksar SK, hammered my way to 3, and rolled out to get some sarnak heads for my pawn's kukri. I got this result:

to prevent MQ'ing trains the devs made it so you need to be level 5 to leave newbie areas

I've seen this at the zoneline for Swamp of No Hope as well. I think it's keeping anyone under a certain level (5, maybe?) out of those zones, which is odd because those are definitely equipped with newbie areas...

(The Swamp of No Hope will also transport you to the FoB zoneline when you cross the threshold.)
