Is this a proc or a clicky? If clicky, is it clickable from inventory? Cuz that would be awesome.

It is a clicky, and it is clickable from inventory.

Fantastic tool for pulling mobs, and building threat.

Must-have wizard equipment. Some of its many uses:

1. pulling (especially when quad kiting)
2. taunting (mash to pull mob off cleric, move mob to root park, etc)
3. resetting spell gems (recast faster!)
4. small resist debuffing (-6 cr fr, its original purpose)
5. measuring magic resist (mash and count successes vs. fails)
6. resist gearing (+5 cr fr)
7. dispel protecting (if you don't mind the resist debuff on self)
