Game Mechanics: Cursor Hover Bug

Whenever you hover your cursor over an item in you inventory or a piece of equipment, a name plate should come up. Whenever you inspect another player, you can also hover over their equipment to get nameplates on gear. Finally, hovering over buffs/debuffs in your effects window should give the spell name and the amount of time remaining that particular effect will last.

None of these nameplates appear on a mouse hover-over. I tried resetting my UI and reloading into game, I don't know if there is something else wrong on my end but this just began happening today, while about 36hours ago I was alone and had no issues.
